High CPU Spikes When Playing Games and Slowed Screen

Whenever I play games it runs it perfectly fine until suddenly it will either freeze or go at about 1 frame per second and the sound gets all slowed downed and morphed as well. After about 20-30 seconds it will go back to normal again. At first I thought my laptop was overheating but it continues to do it even when it is very cool. I saw a post online telling someone to try underclocking so a got a program but I don't even think I worked it right, but anyways I looked at it when this was happening in my games and the CPU usage was almost at 100%. I am not sure what to do and this is getting very frustrating. It is happening almost every other minute.

RAM: 12.0 GB
System type: 64-bit Operating System, x64-based processor
Graphics card; Intel® HD Graphics 4600

I wasn't sure what information I needed to provide but if anyone needs more I will be happy to provide it. Thank you guys so much for your help
