PC won't fully post

Hi, for a couple of weeks now my pc has been struggling to fully post. I can get to the BIOS and everthing seems okay there, but when I exit BIOS or let the pc start up normally it gets stuck at th motherboard screen. The press f2 or del to enter bios stuff disappears, as it should, but then nothing else happens.

So far I have been able to get it to post eventually but its taking many more tries. When it does fully post I find I dont have all my ram available. I have 2 8gig sticks but am only getting 8gigs of ram total. I've teasted the sticks by checking them each individually and the result is the same, plus I end up with only 4gigs of ram if I only have one of the 8 gigs in.
I have pressed the ram test button and it says its fine.

I have taken out the battery, shorted the pins, and then replaced the battery, but it hasn't helped.

When the pc does fully post there are no problems other than the ram.

I have an asus sabertooth 990fx motherboard and an amd fx 308350 8 core processor

The computer won't boot from the discs, even though the drive registers the drive in the bios, I've even set the disc drive as the only thing the computer should boot from. I also realised that the ram is fine, it was just me not realising that I had only 8gigs, not 16.

If it's a UEFI system, you may have to disable Secure Boot and enable legacy/CSM mode in order to boot from disks.

You can try to boot to a MemTest86 flash drive (NOT MemTest86+) as it's UEFI compatible (if it works, then you know that it's the UEFI stopping you from booting from the disks)
