screen won't "come up"

I have a Lenovo desktop with Windows 7 Home Premium Service Pack 1...64 bit operating system and a Samsung (Model 2494LW) monitor that has been acting up of late. Every so often when the screen goes black when not in  use, it will not "come on" again when I click the mouse or space bar on the Logitech keyboard. The only way I can get the monitor to come on again is to turn off the computer tower (and sometimes that doesn't work...so I have to turn everything of at the power bar.) Does that sound like a monitor issue or a computer problem? Believe me I am no computer expert and would appreciate any suggestions.
