Can't open programs after freeze that happened.

I am having a problem where I can not open particular programs when I click on their icons.

I can see what they're currently displaying by hovering over them and when I click on the icon of the program whilst having another program open it turns the sidebars of that program into another color, like shown in this Gyazo GIF: https://gyazo.com/82b45020d00cb40c76b3234beb76d5d9

This started occuring after I opened a mp3 file which caused my computer to freeze for about a minute turning my whole screen black.

So far only when trying to open Skype and my Atom text editor this problem has occured. Even after reinstalling both of these programs the problem kept occuring.  I have fixed the problem for the Atom text editor program however by deleting all the files associated with it in the  "AppData"  folder and reinstalling it as was suggested by someone on their forum.

Does anybody know what is going on here and how I can fix this problem for Skype and any other programs that may have the same problem but which I have not used yet?


Appreciate all help.

I suspect either an OS corruption or an infection.

My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
