strange message about how my connection is not secure - am i being hacked?

i noticed that my internet connection started fluctuating a bit a few minutes ago, this is new since receiving a new modem from at&t recently. before i would instead notice intermittent slowing of connection, but never drops in connection. i have also been receiving  error message telling me that my connection is not secure and that attackers may be trying to access my information. i have noticed this after admittedly accessing some shady sites recently. on the other hand it it storming oustide so perhaps it is just a connection issue.

 

i noticed the message not just on my dell pc but also my android phone. i reset the pc and phone and i'm no longer receiving the message, the connection seems secure. what would be the best thin to do? should i run a virus scan? should i factory reset the pc and phone? should i run rkill? is there a way to find out whether it's only a connection issue and not someone trying to hack?
