Is it me or Windows 10

OK, I did buy a low budget Lenovo computer with Windows 10 a few months ago. My issues, open Office '16 and keyboard won't work for 10 to 20 seconds. Tap the keyboard and nothing. Open the Solitaire games and when I put the cursor on a game to open it, absolutely nothing happens.  Using the scroll wheel on the mouse and the window bounces up and down several times or just doesn't work. When I get frustrated I try to restart. I put a stopwatch on it and the restart takes anywhere from 5 1/2 to 7 minutes to shut down and re-start. Should I take a shotgun to the Lenovo and spend the bucks for something that works?

It should be under warranty. Contact Lenovo and demand a RMA. A new computer should not take 7 minutes to shutdown and restart.

This is not normal, and the restart time about 5  - 7 minutes is too, too long. Something is wrong.
If You have HDD, it must be about 1.5 - 2min, if You have SSD, must be less than minute or about minute.
