I want to be able to track how long a user is surfing the internet during working hours, is there anything out that decent that is easy to use?

I Googled "Internet Tracking Software" and got Hundreds of hits for exactly what you are looking for.
Maybe you can do some research by asking questions directly to the different companies that are offering this software.
Just my 2 cents.
Chaos reigns within.
Reflect, repent, and reboot.
Order shall return.
