Virus/Malware with no solution - Audio Ads w/o Video - Nine/Hesperus.exe

I have scoured the web for any info and all I have found is 1 forum post here by "Badthingsmann".  I have the exact same issue as he does except his is named "Nine/Consultant.exe" and mine is called "Nine/Hesperus.exe".  Random Ads will pop up with no visual cue, just Audio.  There is a program under theTask Manager called "Nine", when I end it, it will stop the audio ads.  When I open file location, it leads to an app called Hesperus.exe.  It re-installs itself after restarting.  I have tried RKill, Adware Cleaner, and a few others.  Just like the other user "Badthingsmann", I have lost admin privileges.  Also programs like Windows Defender, Malwarebytes, etc, will not launch nor do anything.  I have usually taken care of every virus/malware that I have encountered, this is one that has truly stumped me.  I am somewhat literate in regards to viruses/malware and I will do my best in regards to trying to follow directions, please be patient as I am not completely literate.  Please Help!!

I forgot to add that I am using Windows 10, please let me know if there is anything else.  I am new and I am sure I forgot to post other info.
