Cannot Download Microsoft Fix It_v3.5.0.41

I'm trying to download this app:

There is 340 KB "loader" called MicrosoftFixit-portable.exe.  It contacts the Microsoft server which starts a
40 MB download.  I've tried several times.  The downloader just stops after a few seconds.

You can find the same tiny "loader" on many other sites.  I tried again with the same negative results.
 
If you can find it, there is always a direct link for Microsoft products.  Can someone give me a URL that links
directly to the full 40 MB app?

Microsoft no longer offers it's fixit utility. See the comments on this page. I don't understand why Microsoft still offers the page.

Yes, I read somewhere that this app was discontinued.

 

Despite several decades of experience with electronics as a hobby and profession, I'm trapped in a computer nightmare.

 

I've tried several dozen "fixes" without success.

 

I was hoping for a software fix, but there isn't one.

 

Now, I must build a custom controller board which is a time consuming project.

Have you tried the upper and lower filters fix? Mens a lot of cd's not seen issues etc.
