Windows Update service says its not running, but it is.

I can no longer get updates.

When I check for updates I get a return error indicating that the Windows Update Service is not running, checking the service I see that it is running.

I have tried removing the SofwareDistribution folder from /Windows then restarting the service that did not work.

I ran the WindowsUpdateDiagnostic tool. It found several errors that it corrected but said it could not 
fix the following error

Windows Update Error 0x80070003 Not Fixed

Any help would be appreciated
