It seems to me that a window cannot be dragged until it is so wide that at least one letter of the tile bar is revealed. Am I correct in this or is there a way of dragging even the narrowest windows ?

I just checked on my system (Anniversary Update)

I can move it if only a part of a letter in the title is visible.

It has to do with the size of the boxes for the Restore/Minimize/Maximize/Close buttons - you need a little bit more so you can grab and hold a chunk of the title bar in order to move it.

What you have written confirms my own observation. I feel that this is latterly new - in previous O/Ss windows were more mobile. I'm wondering if there is some registry tweak or workaround to remove this irritating requirement.

You would have to resize the boxes for the Restore/Minimize/Maximize/Close buttons in order to make room for this.
I don't recall if this was present in earlier OS's (and don't have any handy to test with).

Have you tried posting this question in the Windows XP, Vista, 7 or 8 forums?

No, I have posted this matter only  once - here.  It seems to me that at their narrowest, the windows accommodate only the total width of the icon put the three control boxes. Somehow, I feel a better solution would be to make the icon responsive 'being dragged. The left and right clicks on the icon produce the same menu, so one of them (the left click) is wasted and could have been used for 'getting hold of the window'.
