I have tried several attempts to to reboot in safe mode with networking and whether I use "msconfig", windows settings, or the F8 method, I get the same message "application can't open using built in administration account. Sign in with different account.

Any tips or suggestions how to reboot with networking in safe mode? Thanks for the help...

It pops up when I boot into Safe Mode as well

Doesn't seem to cause any problems though

I think you did boot into Safe Mode with Networking. Was your Desktop background black with Safe Mode on the corners?
