Failure configuring Windows updates loop

Had to restart my computer to completely uninstall a program and now it seems to be stuck in a loop. I don't have a recoverable image and I cannot restore my computer to an earlier point. I don't have my windows 7 copy on me. When booting in safe mode the same problem appears. I have nothing plugged in my computer except mouse, keyboard, and my monitor. I unplugged my Ethernet. Can anyone help me?
