Lets see if Safe Mode works:

Booting into Safe Mode Win 8/10

1. Start your computer

2. When it starts booting, force shut-down

Keep doing this until you see this screen

Now, let it finish, and if it says it is unable to repair your computer, like this:

Click Advanced Options > Start-Up Settings > Restart

When this screen comes up, press f5 to go to Safe Mode

Let us know if you can go to Safe Mode without any problems

I asked you to go to Safe Mode to see if it persists there. I never said you will be able to. Also, Windows 8 and above changed things to getting to Safe Mode. You can't go to Safe Mode through f8. When you said that you can't go to Safe Mode, did you try to do it after Windows has finished booting and just before the BSOD? I suggest that you do it immediately when its booting, and restart and do it again, until you see the Preparing Automatic Repair screen
