Laptop Touch Pad Issue

So I've been having this issue where if I'm in any File Explorer window, and there is a scroll bar that is seen, if I scroll to the bottom after about 15-20 seconds it automatically goes back to the top again.  I tried doing a factory reset to see if that would fix the issue, but it still persists.  I even tried uninstalling the driver but as soon as the computer is restarted, the driver is installed again (I have no idea how) and the issue persists.  Does anyone have a clue as to what is going on? Or how to fix it?  Sorry if its not described right.
