100% disk usage from Service host local system

As title says, my computer is always at 100% disk usage(see picture). I have disabled everything I could find to fix the problem including windows notifications, super fetch, windows search, i've disabled both AV's (windows defender and avg) as well. This always happens in Win 10, but never when I use win 7. I recently updated to try again and the same thing is happening. I've used 4 different HDDS trying to reinstall windows to fix this and each one has ended up going to 100% disk usage for no reason, usually after a few weeks from the fresh win 10 install (well, win 7 install then upgrading).


One thing I notice when looking through settings trying to fix this was windows updates says updates are available and is updating, however it just says 0% and never moves. (see picture).


Specs for my computer: 4790k, gtx 970, 2tb seagate hdd, 8gb ram, win 10
