Please help! Every process crashes when opened

Hello. One friend gave me his computer to fix his issue. Windows Explorer crashes when the PC boots. When i tried to open task manager it crashed too. I tried to run something using WIN+R but it didnt show anything. What should I do and what can make this happen.

Tried to run in Safe Mode. Same thing happened. Could it be something that corrupted those processes?

I would try to get more useful background info from your friend.  Any number of things may result in what you describe...it's important to know the circumstances which led up to this, assuming that the system hasn't always acted this way.
