In short, my build will be posted below. I just recently upgraded my GPU and my Power Supply to those listed below. I can barely run GTA in 25fps and Arma 3 in 20fps.. I feel like something is bottlenecking my GPU But i can't figure out what the issue is... I am seeing an improvement from my old graphics card but no where near what I keep seeing the AMD R9 390 is capable of... I need some serious help. Thank you in advance!

My techno spider senses are telling me it might be a memory issue. Try running on just the 8GB stick and see if better?

Also, have you performed any benchmarks? Does it just effect games? Just that game? Is boot up time normal?

I'm with Trikein on this one as well. Two different brands of memory could be having an impact on performance. I have run two different kinds before as well, and didn't have issues... but out of everything you have that is what stands out and could be the cause of your issue.
