Start menu not opening and unable to download anything in Chrome

Everything I download in Chrome ends up with a "Failed - Download error" message and I can't open my windows start menu.

Have you uninstalled/reinstalled Chrome?

Does your Windows Start Menu always not work - or does it always not open?

My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
