Need AC-only app for Samsung Galaxy Tab3 SM-T210R

My Samsung Galaxy Tab3 SM-T210R, out of warranty, has a battery that lasts only 15+- minutes from 100% charged.  Does anyone know of a free Google Store or Samsung Store app that will "tell" my Tab3 to use only ac-power, and not the battery?  My search attempts have failed, perhaps I do not know how to correctly key in good search parameters!  :)

Does anyone know of a place in Austin metro area TX where I can take the device to, and let them change out the battery?  My eyes and hands for closeup detail work are not very good anymore.  I don't mind paying fair price for labor and part.
