Does this also happen with Explorer [not Internet Explorer, the file manager] in Safe Mode?

Windows 10 by default doesn't have indexing on for everything just user files. Verify that indexing is on for all the drives. Right-click each drive go to properties. Check box for indexing. Next, go to search and type: Indexing options. Click on the modify button. In that menu you can customize what directories you want to add, or the entire drives you want to search. Up at the top will show the status of the number of files being indexed. If you add the entire drive it will take a quite a while to index everything.

In safe mode I can see the drives and other folders in "this pc". Search has stopped working in Outlook recently also.

Thanks

Oops sorry about that thought you had Win10. However, for windows 8.1 you should be able to go to search and still type in indexing options.

I hope some kind of anti-virus and anti-malware defense is in place.  And, hopefully, full image backups are being made onto trusted external media while Windows 8.1 and the drives are in harmony.
