I would be a new customer for Verizon.

The phones are both prepaid and I am activating them through their bring your own device link. One is a smartphone and the other is a flip phone for an older family member.

If it came to it that I can only pay for one of the phones under my account will they both be shut off until I can pay  since they are under one account?

If so would it be better if I just made two accounts. One for my phone and one for theirs? However, both phones would still be under my bank account.

I ask because I have both phones and the plans I chose on standby in the shopping cart on verizon's website, and how the final plans came up before I confirm is making it seem like it will treat both plans like one unit from a billing perspective.

Edit: Moved topic from Cell Phones to the more appropriate forum. ~ Animal
