I did all the resets

What do mean by this? Reset all setting? Erase all content and settings? Reset network settings?

Has it been grayed out since taking it out of box? if so, I would return it. Sounds like damaged wifi antenna. If not, did it happen after a update?

Basically the iphone software can't tell the wifi chip, which has Bluetooth too, to won't turn on. If you have tried all the normal software repair options, then it is probably hardware. I know with Iphones it happens a lot because the wifi antenna is attached internally to the headphone jack, which is prone to wear and tear. Not sure if it works the same way with Ipad mini's though. If it is still under warranty, I would suggest opening a case with Apple Care.

As suggested by Trikein, I suspect it is a hardware issue.

About the only other thing to try is the "Restore" function in iTunes. This will wipe the iPad and install the latest version of the firmware for that iPad.
