I've used several different defragging programs, including windows defrag tool, but my pc keeps crashing in the middle of it.

The machine-default permission settings do not grant Local Activation permission for the COM Server application with CLSID
to the user DESKTOP-NDMLJUJ\Josh SID (S-1-5-21-1585093598-1883129452-1344240021-1001) from address LocalHost (Using LRPC) running in the application container Microsoft.Windows.Cortana_126.96.36.199_neutral_neutral_cw5n1h2txyewy SID (S-1-15-2-1861897761-1695161497-2927542615-642690995-327840285-2659745135-2630312742). This security permission can be modified using the Component Services administrative tool.
My only attempt to fix this error was to edit the specific CLSID and APPID registries and change ownership and full control over to me. It still occurs, but I'm able to get further through defragging.
Reason for defragging: 25% frag rate and extremely slow HDD performance ( 3-15mbs read/write, though i don't know that there related).
- os drive: samsung SSD
- drive 1: toshiba hdwd110 7200rpm 1tb (games and some programs) [This is problem drive in description, recently purchased brand new]
- drive 2: Seagate Barracuda Greet 5900rpm 2tb st 2000dl003
Low priority on this issue, but any help is appreciated.
