My Computer isn't running games properly

Hello First Time Post Here

My Computer hasn't been hitting what is expected fps e.g in counter strike global offensive i'm hitting 20 fps on ultra low and was wondering if theres a particular compatibility problem with my parts restricting it if not what i could try to troubleshoot the problem or tell if the cards is at fault any suggestions would be greatly appreciated.

 

My Specs

Cpu i5 4460

GPU : Asus Gtx 970 Strix DC20C 4GB

Motherboard : MSI B25M-E45 LGA 1150

Ram 2x4GB Crucial DDR3 

Power supply : Corsair VS650W

Monitor : Benq GL2240

Hardrives: 1TB Western digital Hybrid drive , 300GB Samsung HDD

OS : Windows 7 Professional 64Bit

 

This is what i've done

Checked for Viruses Using Mbam , Hitman , AVG

Updated All Drivers

Turned Off Vsync

Reinstalled Drivers

Just as the update as i forgot i still had this open I've reinstalled windows and that last a bit and now i'm running okay its been going good for now thanks everyone for their help.
