CPU: if wanting longetivity, quad cores are out of question. Cheapest Intel hexa core i7-5820K
Cooler: if really water is needed...
MB: Like CPU, hexa cores are better choice
Memory: OK
Storage: OK
Video card: RX 480 Custom is better choice
Case: OK
PSU: Medium quality but price is very good
Optical: OK
OS: http://pcpartpicker.com/product/wskwrH/microsoft-os-kw900016
Monitor: 21.5 inch is very small

Other parts: no comment

I thought that Amd R9 390 would better for gaming, i know RX 480 is even better but i didn't find MSI or Gigabyte manufacture only sapphire edition which is even more cost than MSI R9 390. Does Intel Core i7 5820k Hexa core win over Intel Core i5 6600k Quad Core Easy Overclocking. Windows is fine but it will cross over $1500. I thought to buy 600Watt but 500Watt should enough, If not i will agree him to buy Cooler master 650Watt Corsair VS Series. Does 4k monitor be ok?

RX 480 customs are coming very soon, perhaps next week. i7-5820K is much better than i5-6600K if your friend wants long lasting PC. Windows price difference is worth it. Graphic card is too weak for 4K gaming.

If you want i7-5820K, you also need LGA2011-3 motherboard. Those are more expensive so consider between long lasting and cost.

If you ask me, long lasting CPU's currently cost too much, so I recommend either waiting or buying something cheaper. There are choices: 1. not so long lasting CPU, 2. more expensive CPU and motherboard, 3. waiting for AMD Zen (4 months??), 4. buying something cheap now and changing next year.

What do you say about this http://pcpartpicker.com/list/PMvjpb As you say i have selected all you said. Video card unti MSI or GIGABYTE release RX 480. Price RX 480 may be $200-$300 which means it will not cross over $1500-$1600.

Better. Switch SSD back to MX200 and power supply to http://pcpartpicker.com/product/qYTrxr/evga-power-supply-220g20550y1

Also leave out thermal compound.

That's 42 dollars over. 42 dollars from 1600 dollar budget is 2.6%. If your friend has problem with that, then he/she should forget talking about "long lasting" or "best design". Seriously.
