I have tried to get full screen mode by doing everything that the internet insists. I have downloaded drivers. The only thing that worked was to stretch the screen and then do something at the bottom of the screen, but I  forgot what. Can you help.

Is this issue only happen on one video streaming site does it happen at youtube?

When I ask google chrome to come up it will not fill up the screen. I have tried everything. Seems to be a fault in the new Windows 10. Has anybody come up with a solution yet. I have already tried everything except stretching the window to fill up the screen and then clicking on something at the bottom in properties. I can't remember what is properties to click on.

Well no one has that issue as of i know i use  Windows 10 and it works perfectly. You should update flash player and graphic card driver. Try different web browser if issue not present with different web browser then uninstall and reinstall Google Chrome.
