Win7 Black screen with Cursor affecting many PC's

I am with a small nonprofit and we have about 12 windows 7 PC's that all have a black screen with cursor on boot up in the last two days

 

They cannot log in or Ctrl-Alt-Del.  They do not load in safe mode or in low graphics mode.  System restore (from bios) works but only briefly - perhaps an hour.

 

Any advice would be appreciated.

press shift many times till the sticky keys window pops up.

then press the link ease of access center.

then press cancel.

press control panel home (at top left corner).

press recovery.

then press open system restore.

that will restore your pc and it will be all good again ;)

Sticky keys did not open.  System restore did not work for long from bio even from a restore point 2 months earlier.

We were able to get the PC's to the point to run an antivirus and found Riskware.IFEO.  Removal with Malwarebytes showed successful, but as soon as PC connected to the internet, they went back to before.
