Removing Personalised settings web platform when logging in message?

I booted up my PC today and got a black screen before my usual wallpaper. It had one window in the corner that said Removing Personalized Settings for: Web Platform Customization. It went away after a few seconds. What could have been the cause of this? I am using Windows 7 Professional N. Thank you :)
