I have a Dell 8300. Windows xp home. On loading wallpaper comes up but no shortcuts or anything to work with to operate computer. You can't go no further. Any suggestions? thanks Joe also error codes 0F00:131A ; 0F00:133D ; ide device says it cannot be accessed.

IDE devices are hard drives, and cd/dvd/floppy drives.

Do you have any media in any of those drives?
