Are we allowed to install and use this software in an enterprise environment?

From the EULA:

The Licensee shall be entitled to download, install, and run the Software for Licensee’s non-commercial purposes. The number of clients, i.e. devices, on which the Free Edition Software is used, is not restricted, as long as all are for private use only.

(emphasis added).

In short, no. Enterprise editions of Windows can have telementery completely disabled through group policy, however.

I'm wondering if SaferNetworking[?]/Spybot folks might have an enterprise-level, multi-user, Anti-Beacon version for not too much money?

@RJS don't see it posted on their site. @OP you could always contact then and see if you could negotiate a price for an enterprise license.
