Hi which format is needed to play in DVD players, and is there a free online converter to do this?

What do you mean? Here in United States we use NTSC but over there in Ireland you guys use PAL. I don't format because everything here is NTSC. I burn a lot of DVDs on my computer to play on a stand alone DVD player hooked to a TV, but I do not play DVDs on my PC, I just download videos and watch the files.

MP3 is an audio format. I think that the OP is trying to play videos on his computer, which would be PAL format in Ireland.

You might be right, the OP might want to burn an audio only DVD. In that case MP3 is just fine. When I burn an audio only DVD I use WAV or LPCM files, but MP3 will work just as well.
