when restart laptop doesn't boot

Hello,

 

I have an old laptop, the issue with it is that it can't boot after restarting it. I have tested components such as ram hard drive.

I tried it with and without battery. what are possible symptoms.

My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
