Periodic odd problems with startup, icons

I have been having strange issues with Windows 7 lately. I have no idea what causes them. Before it started, I had not installed anything new or made any changes to windows settings.

 

One day a few weeks ago, startup took an abnormally long time. It hangs on the black logo screen sometimes for 30 seconds, sometimes for 5 minutes. Sometimes it cannot start and restarts, prompting startup repair options. The problem seemed to go away after 2 or 3 days. Now it is happening again.

 

When it does start, there are often system and software icons missing. Restarting may fix it or not. Sometimes the volume icon will be missing. After a restart, the volume icon may reappear, but the network icon will be missing instead. When this happens, the options to show these missing icons is greyed out in the properties menu.

 

So far I have:

 

scanned with malwarebytes, ccleaner, and spybot

startup repair- says repairs have been attempted, restart to see if they work

system restore to a day when this was not an issue- never works

disabled all startup tasks in task scheduler

sfc /scannow- often reports that some corrupt files cannot be fixed- will post the CBS log, not sure how to interpret.

disabled non-windows programs from running at startup

updated drivers

unplugged all usb devices when starting up

 

I really appreciate any help!

Also having hang at shutdown, other problems like CCleaner cannot scan the registry past 17%....

The CBS.log has a Cannot verify component files for Avast.VC110.CRT  error log uninstall the AVAST antivirus from Control Panel --> Programs and Features and install latest version of the AVAST antivirus software but before doing that check to see issue your computer having resolved it could be cause by the AVAST antivirus software. 

 

Perform a clean boot in Windows.

 

Run batch script as administrator that i have attached to my post this batch script will delete icons cache which should resolve icons been blank this batch script will also try resolve icons not displaying notification area.

Freebooter, thanks for your help!

 

After I made this post yesterday I replaced Avast with AVG. It made no difference with startup and SFC still finds problems related to Avast- even though I uninstalled it.

 

 

First startup today was slow. I turned off half of my non-windows services and startup was almost normal- just a few seconds longer than usual. Odd since I did that all day yesterday and it made no difference. All of my non-windows software icons were up and running. The volume system icon was missing.

 

After this restart, I reactivated one service- for unsigned themes. I also ran your Icon Cache Rebuilder and restarted. Startup time was once again faster, but now most of my non-windows icons are missing, and also missing is the system network icon.

 

 

If I could uninstall Service Pack 1, I could do a repair installation. But I can't.

  Thanks for the tip. I used that and deleted all any remaining avast files in windows\winsxs. No change, and still get the avast errors in the CBS log.

 

Still have missing icons despite Freebooter's helpful bat file. Usually it is the network and power icons. Their settings are greyed out.

Turned out to be the CMOS battery- I replaced it, and everything seems normal again.
