How does Microsoft know when to start the 1 year warranty period for surface devices, for example let's say I bought a service book, when does the warranty period start? Is it as soon as I turn on the device?

It's as soon as you purchase the device. You will need to state when and where you purchased your surface, and may be asked to provide proof of purchase.
