- Would this info help you ?

https://msdn.microsoft.com/en-us/library/8z6watww(v=vs.110).aspx

- I see your laptop has only 2 GBs and a Pentium CPU. Does that CPU run at 1 GHz or faster ? If not then it would be too slow for .NET v4.xx.

It would help if you were to post the exact error message.  Error like this... does not help.

Here are the System Requirements for .NET Framework.

On Windows 7 systems, the .NET Framework requires Windows 7 SP1. If you are on Windows 7 and have not yet installed Service Pack 1, you will need to do so before installing the .NET Framework.
Open Control Panel --> Programs and Features --> Turn Windows features on or off  place a check mark for Microsoft .NET Framework 3.5.1 check box.

Check for updates to Microsoft .Net Framework the  Microsoft .Net Framework 4 should be one of the updates make sure to check Windows  updates more then one time if Microsoft .Net Framework 4 is not included with Windows updates then install it manually.
