Windows 10 Enterprise wont download

Computer build is MSI Z97A Gaming 7 mobo 4790k 16 GB RAM Windows 10 Enterprise is on a 128 GB Samsung EVO 850 PRO SSD. I just installed this OS. I have never used Windows 10 ENTERPRISE before. My problem is that I cant download from the internet unless im using Chrome browser. If I try to download with Internet Explorer it wont let me download. I was using my MSI Live update tool to try and update my MSI mobo apps and utilities but everytime I clicked download to update the apps it says "Download failed" I have been manually downloading the apps and utilities from the MSI website and installing them but I can only do this by using Chrome. Any ideas what could cause this?

Can you please give us the error message Internet Explorer display to you when you try to download a file.

The MSI Live update tool could be corrupted or just have a bug that is causing the issue install latest version of MSI Live update tool.

The Firewall or Antivirus program could be causing  the MSI Live update tool not able to download files.

The only error message I get is "download failed"  The Live update tool is current. Everything works fine in Chrome i just dont know why
