Start menu icons exclamation point grayed out?

My friends laptop start menu icons are faded out with an exclamation point with a circle around it. I looked onlne and tried the sfc/scanow and the other ways to reinstall the icons to no avail. Any assistance much appreciated.

Reinstall Windows default  apps back, you can get them back with a single line of PowerShell code. Open Command Prompt as a administrator by pressing BxVxp04.png + X  keys and select Command Prompt (Admin).  Type PowerShell into Command Prompt and press Enter key.   Type below command into Command Prompt and press Enter key.

Get-AppxPackage –AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

Give it some time and allow it to finish, even if nothing appears to happen at first. Even if you see an error message, restart your computer and examine your Start menu — you may just have all those default apps back again.

I followed those steps and it didn't work. ANy other suggestions.

You should repair install Windows 10 this will for sure resolve the Cortana search issue follow the instructions at below website link.
