Periodic pause or macro supported download manager

Hi to everybody
My internet ISP have some sort of fair access policy and I need pause my download every quarter hour for 20 secs downloading large files. I use IDM but it's scheduler can not do that.I'm looking for a periodic pause supported download manager or any way to block IDM connections periodically. any suggestion would be appreciated.
