YouTube won't let me create a new channel

About a year ago, I tried to create a new channel on YouTube.  I found that clicking on the "add account" button would simply take me to a log in page; after logging in, I would be taken to the front page.  If I hit the button again, I'd be taken to the same log in page.


Flash forward to the present, and I find that the problem hasn't gone away.  I tried looking up a solution, but the majority of the results are people who can't create a channel in the first place--not people like me who already have channels but can't add any.  I did find one guy who had a similar problem and was told Firefox had issues on YouTube, but I tried it in Chrome with the same results.


I don't believe I have any copyright issues with any of my current channels or anything like that.  Anyone know of a fix?
