I have had occasional odd problems like this, but they're not really copy and paste lagging, at least in my case, but screen refresh not occurring.

Not that this solves the issue entirely, but all I do is right click on "blank space" in the File Explorer window where I've copied to and select Refresh from the pop-up menu.  Generally the file I've copied is already there, the window is just not refreshing itself to reflect that without a nudge from me.

Uninstall antivirus program it could be scanning the files when you copied or move or modified any files.

Boot into Safe Mode and tell us issue persist within Safe Mode.
