Edit: everything seems to be fine now. I left it open in the flickering state and it just fixed itself while I was eating dinner.

I'll try to give as much details as I can but if there's anything that requires use of my computer then I won't be able to do it.

My computer basically enters the sign in screen fine (it shows a light-blue microsoft-coloured screen first sometimes)

But after I sign in, it just loads forever. It shows the desktop but it flickers into a black screen every 10 seconds or so (the cursor is still visible).

Everything on the desktop shows up, but I can't click it because windows is loading. I can't open the start menu either. I tried in safe mode and it does the exact same thing. I tried system restore but it won't restore. I'm worried I might have to format my PC, something I really don't want to do. I'm thinking this is either a virus or something to do with the graphics card (I uninstalled and reinstalled them a few days ago).

In most cases, if it does it in Safe Mode, then there's likely a hardware problem.

Start with these free hardware diagnostics:  http://www.carrona.org/hwdiag.html

My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
