Computer won't boot up

After turning on my computer I get to the black screen with start up in safe mode and start with last known good configuration. Either one I choose it won't load. A loading bar at the bottom of the screen shows like 1/4 loaded but that's all it does

I would download the iso of UBCD and burn it to disk. Boot the disk and select Parted Magic in the menu screen. On the Parted Magic desktop select Disk Health and do the short/long tests to determine if the drive is failing.
