Have you tried using the Device Manager to uninstall the mouse driver and have a new one installed when your restart the computer?

Does this only happen when browsing the Internet?  Does it happen from Explorer view?

Sorry, but I cannot remember how I solved my situation...but I would uninstall the mouse driver, then reboot.

Is it possible that you are pressing the scroll wheel down when you use it.  With some mouse models this will start auto scrolling.
