Baffled, truly, even baffled my isp's top webtech 

 

i get this error CONSTANTLY, on completely random web pages

 

router is basic

fresh install of windows 8.1 pro

 

on top of this Utorrent absolutely REFUSES to work, regardless of what website seeders/leechers program ANYTHING.

 

 

this is driving me absolutely insane, being a computer guy, i had to try and post this topic 3 times because of the connection resetting

What browser are you using?

 

How are you connecting to your ISP, wifi to router, Ethernet cable to router, straight to modem?

 

 
Please download and install Farbar Service Scanner.
 
When FSS opens you will see an image like the one below.

Place checks in all of the boxes and then click on Scan
 
When the Scan is complete a log similar to the one below will open.  Copy and then paste this in your topic.

im connected via ethernet to router then modem, but i have bypassed the router in my testing of this issue
