Cannot open notification panel in Windows 10.

All of a sudden, I am not able to open the notification panel, nor the Wi-Fi icon is responding! Don't know what to do! Tried removing and creating the account again.. No success.

 I'd try opening an administrator command prompt and issuing this command: sfc /scannow .  That will scan for corrupt system files and attempt to correct any it finds.  After that download MalwareBytes and do a scan for malware.

Make regular full system backups or you'll be sorry sooner or later.
