New computer build VERY slow installing programs. Also Dinotify.exe errors

I dunno what's wrong with this build.  Everything is compatible and using genuine windows 7 professional 64bit.  It's working better but there's still a few hicups.

 

I can browse the internet and download and upload speeds are good.  The problem is installing software.  Small software files are easy to install anything else and the pc would act very slow.  I do not understand why that is.  Somethimes installation progress would not even move.  I was trying to install photoshop and the whole installation process didn't moved.  Is something hogging down the HDD?  

 

Also there are popups saying dinotify.exe error.

What exactly is the dinotify.exe error?

everytime the pc turns on it comes up.  After I finish something I'll restart it and post the exact wording.  But the writing speed is my main concern.  I can't really install anything.

Please do, the error is probably related to your performance issues.

Actually, whatever the error is specifically if you run System File Check it should resolve it.

 

Follow option 2 in this tutorial.
