I want change my 400W power supply by a new silent power supply but I don't know which one or which brand. I see they are no fan power supply but really expensive. My cpu fan is a 16db sound. I run plexserver on pc and the pc is in my tv room. Thank you for suggestion

I bought the Corsair RM850i and cannot even hear it under load when I play video games.  I love this bad boy!

Semi passive PSU for decent price http://pcpartpicker.com/part/evga-power-supply-220g20550y1

Light load = fan does not spin so that's nearly 0 dB.
