Can not access FTP

Looking for a little help with an FTP issue. Recently I noticed that I was not able to access my FTP servers with any FTP program; Filezilla, COREFTP, even Dreamweaver. I thought it was a host issue, but after talking with my host support found out I had everything correct. They told me to check my firewall settings. I did that; I even disabled them and my antivirus however it didn't work. I did a little research and created a new rule in Windows Firewall to allow FTP connections and nothing. I have no clue what is going on with FTP connections on my Windows 10 machine. 
If anyone has some advice or tweaks that I'm missing, please let me know. Thanks in advance for the help.

My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
