Windows Temporary Files Virus (low/content.ie5) folders

i have a virus i've tried a bunch of stuff. I've come across what seems to be the name of it which is Content.ie5 virus. What is happening is when i shut down my pc i get like 7-10 popup windows with ads and what not nothing like pornography its stupid bleep like celebrity's and name brand shopping crap idk. but they pop up and then my pc turns off (my pc is supposed to turn off that's normal) and from what i've done so far i deleted a few suspicious things and did some searching in the temp files folder and it seems to be in that area for a few reasons. 
 
1. Randomly AVG gives me the virus pick up message and it's always located in  C:\Users\Tony\AppData\Local\Microsoft\Windows\Temporary Internet Files\Low\Content.IE5\T8STHUQ8\

Now its not always the sub folder T8STHUQ8 it always changes there have been 100s of them at this point 

2. When i looked into one of these sub folders it had a ton  of stuff and was constantly filling with more junk while i wasn't using the internet. I tried to delete everything but about 75% would delete then everything else would keep telling me it was being used by another program in the task manager. So i went into there and shut the stuff down. However it kept starting back up and the temp files kept flooding back in i opened some of the pictures and its just stupid random bleep like food brochures and pictures of animals and owners, completely random.
 
Well i'm hoping that's all the information you guys will need it's been a long night about 7 AM here... so i'm going to bed. Hope to have some help to wake up to, i really don't want to reformat my HD.
 
As i finish this up my folder is at 250+ files it was empty a minute ago. idk what to do please help

What exactly have you tried?

 

Do you have logs for the scans you have run?


Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.

I've scanned with Malwarebytes, AVG, Avast, Iobit Malware fighter, Adware cleaner, FRST64, and im probably missing a few, I have also tried deleted files that might have been the virus directly but that hasnt worked either, I also scanned in safe mode with a majority of these scanners. I'm honestly probably going to just reformat as i feel like it will take a lot less time, I'm a gamer so it's not like i'll really lose too much just a few games which will take like 3-4 hours to reinstall.

 

However if you guys think this can be solved quickly that would be great. as for logs i only have one currently and i'm heading to work in a second so this is all i have. I cant seem to attach it and i don't know why.
